Is Royal Reels legit in Australia? What the ACMA block means

According to ACMA’s block notice of July 2023, Royal Reels breached the Interactive Gambling Act 2001 and was referred for blocking by internet providers. Here we check what that means for Australian players and their money.

No online casino can legally offer pokies or casino-style games to people in Australia, and Royal Reels has no Australian licence.

The Australian Communications and Media Authority states that online casinos, online pokies and casino-style games are illegal to offer to people in Australia (ACMA, About the Interactive Gambling Act, as of June 2025). Verified. Royal Reels holds no Australian licence, and ACMA found it breached the Interactive Gambling Act (ACMA, ACMA blocks 5 more illegal offshore sites, July 2023). Verified.

The Act also sets penalties for providers. Under section 15, providing a prohibited service risks 5,000 penalty units per offence, with each day treated separately, or 7,500 units in civil proceedings; at A$330 a unit that is A$1.65m or A$2.475m (our calculation, from Interactive Gambling Act 2001, 14 October 2024 and AFSA, Penalty units, as of 7 November 2024). Verified. Section 61EA bans advertising prohibited gambling, with a civil penalty of up to A$59,400, and in June 2025 ACMA told social media influencers that linking to illegal sites risks up to A$2,475,000 (ACMA, Warning to social media influencers, June 2025). Verified. That is why this site never links to the casino or explains how to reach it.

Why it matters: penalties fall on providers and promoters, not on refunding players.

What we don’t know yet: the ABC reported in December 2024 that no offshore operator had been fined under the Act (ABC News, Offshore operators target recovered addicts, 8 December 2024). We hold that at Needs clarification because it rests on a single secondary source. Separately, trade press reported that the IGA Amendment (Gambling Reform) Bill 2026, adding faster blocking and payment blocking, passed Parliament in August 2026 (Gaming Intelligence, Parliament passes IGA Amendment Bill, 20 August 2026). That is Under investigation: we have not checked when it commences.

Is Royal Reels blocked in Australia?

Yes. In July 2023 ACMA asked Australian internet providers to block Royal Reels and four other offshore sites for breaching the Interactive Gambling Act 2001, using the section 313 notification process under the Telecommunications Act (ACMA, ACMA blocks 5 more illegal offshore sites and ACMA, Blocked gambling websites, July 2023). Verified.

The blocking has not been a single event. Across seven ACMA quarterly reports we read (Q3 2023 to Q1 2026), we counted 14+ blocked Royal Reels domains, numbered up to 21, alongside Reef Reels, ReefSpins and The Pokies mirrors (ACMA, Action on interactive gambling, January-March 2026, as of March 2026). Verified; five reports in the series remain unread. The pattern of blocks and new numbered addresses is set out in our domain and mirror investigation.

At the same time, no review database we checked lists Australia as a restricted country; all show AUD, and CasinoAlpha says promotions target Australia and New Zealand (as of July 2026). Verified. So the brand appears to keep accepting Australians even though its addresses are blocked.

Why it matters: a mirror that loads in your browser is still not an address an Australian regulator oversees.

What did ACMA find about Royal Reels?

ACMA investigated from 8 May 2023 and, on 14 June 2023, formally warned Digibrite S.R.L. of Avlonos 1, 1075 Nicosia, Cyprus, over Royal Reels and Reef Reels, for breaching section 15(2A) of the Interactive Gambling Act (ACMA, Formal warning to Digibrite S.R.L. and ACMA, Action on interactive gambling, April-June 2023, 14 June 2023). Verified.

That was not the last warning on record for the same company. ACMA formally warned Digibrite SRL again in the July to September 2025 quarter, over its brand The Pokies (ACMA, Action on interactive gambling, July-September 2025, as of September 2025). Verified.

Why it matters: the operator named in the official record is the company a complaint would have to reach, not whichever name a review site lists. The conflicting company names and licence claims are compared on our licence and ownership page.

Is it illegal for me to play at Royal Reels?

The findings we hold describe duties on providers and advertisers, not on players. The Interactive Gambling Act provisions in our evidence set penalties for providing a prohibited interactive gambling service and for advertising one; ACMA’s enforcement record for this brand consists of a formal warning to the operator and requests to block domains (ACMA, ACMA blocks 5 more illegal offshore sites, July 2023; Interactive Gambling Act 2001, as of 14 October 2024). Verified.

What we don’t know yet: we have not confirmed ACMA’s own wording about the position of individual players, so we do not state it. Nothing here is legal advice.

What is documented is that the Australian protections players may expect do not reach this brand. BetStop, the National Self-Exclusion Register, covers only licensed Australian providers, not illegal online casinos (VGCCC, BetStop has launched; BetStop), and the ABC reported that offshore operators still contact people who have self-excluded (ABC News, 8 December 2024). What happens to my money if the site is blocked?

If an illegal offshore site withholds winnings, ACMA says Australian law “can’t help” (ACMA, Illegal offshore gambling websites blocked, as of August 2023), and GambleAware NSW warns there is no way to recover money lost on such sites (GambleAware NSW, Illegal overseas gambling websites). Verified.

Why it matters: a blocked address, a closed account or a withheld payout leaves no Australian regulator or ombudsman able to order the money back.

“But they keep changing URL which is a bit odd for me.” LCB, about 2025. Read on LCB. The reviewer, who describes themselves as based in New Zealand, also reports receiving a payout.
